The State Administration for Market Regulation (SAMR) has revised and drafted the Detailed Rules for the Review of Production Licensing for Infant and Young Child Complementary Foods (Draft for Comment) and is now soliciting public opinion. The deadline for submitting comments is August 1, 2026.

For these Detailed Rules, infant and young child complementary foods refer to cereal-based complementary foods, canned complementary foods, and nutritional supplements intended for older infants and young children aged 6 to 36 months. These Detailed Rules do not apply to infant formula.

The draft further refines the review requirements for production licensing, enhancing market entry standards regarding production sites, equipment and facilities, process layout, quality management, staffing, and testing capabilities. It aims to elevate the level of quality and safety assurance in the production of these foods; relevant enterprises should pay close attention to the new requirements and make advance preparations to ensure compliance.
