General Administration of Customs of the People’s Republic of China (GACC) recently announced that starting from June 1, 2026, annual random inspections will be carried out on certain import and export goods outside the scope of statutory inspection. CIRS Group has noticed that imported food contact products are also included in the inspection list, and relevant enterprises should pay close attention.
The random inspection procedures will be conducted in accordance with the Measures for the Administration of Random Inspection of Import and Export Commodities (originally promulgated as Order No. 39 of the former General Administration of Quality Supervision, Inspection and Quarantine, and later amended by Orders No. 238 and No. 263 of the GACC).
Following the release of this announcement, Announcement No. 150 of 2025 of the GACC (Announcement on the Launch of the 2025 Annual Random Inspection of Import and Export Commodities Other Than Those Subject to Statutory Inspection) will be repealed simultaneously.
The scope of random inspection includes:
Imported products: include but are not limited to: infant and children’s products, food contact products, daily accessories, adult footwear, electronic products, and low-voltage electrical appliances.
Exported products: include but are not limited to: infant and children’s products, and low-voltage electrical appliances.
